Joburg Promised Draft By-laws Published for Comment

Joburg Metro has declared its intention to promulgate new by-laws. This will be the 5th set of by-laws since 1999 and bears the testimony that regulation so-far has largely failed. A read of this new draft by-law indicates that this set will not be different. There are however a few positive developments as well.
